The user regulations may vary from one library to another, but at least here in HelMet libraries (Helsinki Metropolitan Area Libraries) it is not necessary to have a Finnish social security number to get a library card. You only have to have an address in Finland and present a valid ID card or passport. If you do not have a Finnish social security number, your library card will only be valid for six months at a time. After that period, you have to visit the library to renew the validity of the library card.

There is a pure practical reason for that.
Since 2004 we use new standardized letters and numbers in Finland. In the new system the numbers 1 and 7 are very easily mixed up. That is what happens often in the election of the parlament.
There are eight candidates, and to avoid any confusion the presidential candidates bear no number one.

The bundle made of straw is called 'lyhde' or 'olkilyhde' in Finnish. It is traditionally for feeding birds in winter. For example in this website you can see a picture of olkilyhde:
