Hello to you! You can find the newest issues of The Guardian weekly in the following libraries: Kannelmäki, Kontula, Viikki and Vuosaari. No reservations to other libraries can be made.
You can read The Guardian in Metsätalo(one of the university campus libraries). The address is Unioninkatu 40.
The other newspaper you were asking for, The Observer, does not seem to be anywhere in the Helsinki region, so you'll have to make an interlibrary loan for The Observer.
No DVDs of the sort you asked for can be found. There is unfortunately only a documentary film called "All together now", where the group Cirque du Soleil performs.

The usual politics is that the library card can be used six months by those not living permanently in Finland. However, You can came to any Helmet library with Your library card and ID and then we can re-activate Your card for another six months. I am not sure if I fully understand your question.
You are right, Library 10 is the library that has the largest collections of music, but they also have some books, especially on IT and travelling.
In every other library in the Metropolitan area there are books on languages and arts, and also some encyclopedias. The largest collections of arts books are probably at Rikhardinkatu Library

Pasila library is the Main library of Helsinki City Library, so there are the best collections of reference books like encyclopedias. They also have a multiligual library with books in about 70 languages, and a lot of books for learning different languiages.

Unfortunately, your question is so special, that you should obviously contact one or several special libraries. The libraries that come to mind in first order are the Library of Parliament and the Library of the Helsinki School of Economics. Both libraries are open to all users.
You speak of ”budgetary institutions” in general. That field is very large – it seems to me that this term includes all kinds of institutions, financed by various states and by various international organizations. I'm afraid I don't quite understand your question. What exactly do you mean by "academic resources" and "regulations"? If you mean the library collections of the Finnish university libraries and the right to use them, so basically they are open for everybody and it is also possible to request interlibrary loans from their collections, even to be sent abroad.

I found the finnish folk song "Taivas on sininen ja valkoinen" in two books (Suuri toivelaulukirja 1 and Kultaiset koululaulut vanhoilta ajoilta). In both books there is only two strophes. So It seems that song consits only those two strophes.

The wireless internet connection service named Stadinetti can be used in every city library in Helsinki. For using Stadinetti, you need a HelMet library card and PIN code. If you don’t have them, you can get them from your local library by showing your identification card (for example your passport or Finnish driving licence).
It’s really hard to say which library would be the best one for you, but all the libraries have certainly space for you and your laptop and a power plug. All Finnish public libraries are responsible for their own cataloguing. There is an enterprise, BTJ, http://www.btj.fi/ , who sells materials for public libraries, also cataloguing records. Thus the main part of Finnish public libraries buy cataloguing records from BTJ and fill in information in these records at their own cataloguing departements. Centralized cataloguing for public libraries does'nt exist in Finland.
