Anyone who has created a literary or artistic work has a copyright for his/her work (in section 1).
(The work can be e.g. in digital form or the work can be published on the web, but it has to be a work. I'm sure You understand well, that in many cases there is a difficult judicial question about that if some creation is/is not a work.)
After the death of the author the copyright is applicable to matrimonial law, wills and succession rules. (in section 41)

The newest book in our library for drivers's licence in English is Driving school manual(2006), which is presently on loan. There are some older books available in the Jyväskylä main library at the moment. You find them in the WEB-library by using subject heading: ajo-opetus and select English as additional search term.
I'm afraid I don't quite understand your question. What exactly do you mean by "academic resources" and "regulations"? If you mean the library collections of the Finnish university libraries and the right to use them, so basically they are open for everybody and it is also possible to request interlibrary loans from their collections, even to be sent abroad.
